Local Empowerment and Development – Civil Society LEADs

People in Need (PIN), in collaboration with the Jesuit Centre for Theological Reflection (JCTR), has designed the CSO LEADS Project to strengthen governance and promote sustainable development in Zambia by empowering and building the resilience of civil society actors.

Recognizing the vital role of civil society organizations (CSOs) in representing the needs and aspirations of vulnerable groups, the project specifically targets CSOs and networks representing women, youth, and marginalized communities. The goal is to enhance their participation in public sector governance and local decision-making processes.

The Local Empowerment and Development (LEAD) programme builds on the critical role of local civil society and aims to address the barriers CSOs face. The initiative will focus on strengthening internal governance and organizational management systems, enhancing technical capacities in policy development, advocacy, and social accountability, and fostering collaboration among CSOs, political actors, and other key stakeholders through a tailored participant-driven approach.

A key feature of the action is the inclusion of a robust Financial Support to Third Parties (FSTP) component. This mechanism will enable targeted CSOs and networks to invest in organizational development, lead joint coordination actions with local governments, and engage in evidence-based advocacy and policy development. These efforts will contribute directly to strengthened local governance and inclusive development in Zambia.

Strategic Partnerships

Under the Local Empowerment and Development - Civil Society (CS LEAD) project, PIN is transforming Zambia's civil society sector through a comprehensive 17-day training workshop in Lusaka. In partnership with JCTR and with support from the European Union, we equipped representatives from 40 civil society organizations nationwide with governance systems, project management, resource mobilization, and financial oversight skills to strengthen their organizational capabilities and enhance community service delivery.

From systems to stories: Civil society in action across Zambia
Access to information can determine whether communities lose their land or protect it. Like many families in Romano village, Josephine Tembo faced uncertainty over her land. For years, this was a common occurrence in her community – plots were taken without explanation, and community members had nowhere to turn to for assistance.
Community Spotlight: Makumbi Village – A Community at the Centre of Change
In Makumbi Village in Chipili District, community members are stepping forward to lead change in their own community. For Headwoman Joyce Mwemena, leadership means ensuring that her community’s voice is heard. Working alongside Chief Representative Lengwe Mwenda, she is applying knowledge gained through trainings to support community members in identifying and raising issues such as access to clean water, rural electrification, and other challenges that affect their daily lives.

Across Zambia, CSOs are doing more than delivering projects - they’re helping people understand their rights, engage decision makers, and respond to challenges that shape their lives. Funded by the European Union and implemented by People in Need Zambia (PIN) and JCTR, the CSO LEADs project is supporting over 30 organisations to strengthen their internal systems through capacity development, FSTP support, mentorship, and collaboration.
Creating space for dialogue
Bringing together civil society organisations from across Lusaka Province, the European Union-funded Local Empowerment and Development – Civil Society LEADS project recently hosted a stakeholder engagement in Chongwe District. The meeting created space to share experiences, reflect on common challenges, and explore practical ways to improve coordination.
